     Effective collision strengths were generated from a Breit-Pauli R-matrix
     calculation. The calculation involved 186 levels, arising from the
     3s2 3p4, 3s 3p5, 3p6 and 3s2 3p3 nl, (3d<=nl<=5s) configurations.
     The atomic structure was generated from AUTOSTRUCTURE and optimized
     based on NIST energy levels and line strengths.  In stage 3 of our
     R-matrix calculation the first 9 level energies were shifted to NIST
     values.

     The exchange calculation went from J=0.5 to 11.5, the non-exchange
     calculation went from J=12.5 to 37.5.  The contributions from the higher
     partial waves were calculated for dipole transitions using the method
     described by Burgess (1970) and for non-dipole transitions using a a geometric
     series in L.  Infinite energy points were calculated using AUTOSTRUCTURE
     and used in the effective collision strength calculation.

     The radiative rates for the dipole-allowed transitions were determined from
     our R-matrix calculation.  The non-dipole radiative rates were calculated
     using AUTOSTRUCTURE.
